A sample of 1,731 North Carolina high school students who initially failed the state Competency Test registered improvements on subsequent reexaminations. The gains were apparently stable and related more to in-school factors than to individual background characteristics. (Author/PN)

The New Jersey High School Proficiency Test--a new, more rigorous competency test required for high school graduation in New Jersey--was evaluated for three years of its use. Using Norm-Referenced Data to Set Standards for a Minimum Competency Program in the State of South Carolina.

Norm referenced data were utilized for determining the mastery cutoff score on a criterion referenced test. Once a cutoff score on the norm referenced measure is selected, the cutoff score on the criterion referenced measure becomes that score which maximizes proportion of consistent classifications and proportion of improvement beyond change.
