In Varimax rotation, permutations and reflections can give rise to the phenomenon that certain pairs of columns are consistently skipped in the iterative process, causing Varimax to terminate at a nonstationary point. The Individual Scaling with Individual Subjects (ISIS) procedure appears to be a viable implementation of an incomplete design for collecting real as well as simulated data. Tucker's method of oblique congruence rotation is shown to be equivalent to a procedure by Meredith. This implies that Monte Carlo studies on congruence by Nesselroade, Baltes, and Labouvie and by Korth and Tucker are highly comparable.
