This paper describes the implementation of the Holistic Systemic Evaluation (HSE), a component of an Education Systemic Initiative's strategic management. The HSE provides general guidance for the implementation and continual improvement of an Education Systemic Initiative Reform (ESIR). The implementation of the education system initiative plan: (1) identifies three leadership strategies to improve and guide education systemic initiative efforts; (2) outlines the education agenda for the subsequent years through improvement initiatives; (3) delineates the operating principles that are integral to the conduct of all the education initiative activities; (4) defines the evaluation frameworks for the ESIR, the bases from which education initiatives programs are organized, implemented, and evaluated; and (5) describes the roles and responsibilities of the various departmental entities that carry out the ESIR.
