This document presents testimonies from a hearing discussing the drug threat in the nations schools and the issue of whether drug testing is an effective deterrent. The subcommittee conducted the hearing as part of an effort to fully understand the nations drug crisis, how it impacts different parts of our nation, and what effective drug control efforts are under way. The hearing discusses what kind of drug treatment exists in New Orleans, and specifically addresses and examines local efforts to combat this problem in schools through the use of a drug testing program. Testifying before the subcommittee were a number of federal, regional, and local officials who are engaged in responding to the drug crisis and its consequences.
