The increasing complexity of modern power systems, coupled with the integration of diverse rapidly evolving technologies involving physical systems requiring cybersecurity, has presented significant challenges for engineers in the field and researchers in laboratory facilities. This research and dissertation presents the development of a comprehensive cyber-physical testbed to provide a research and educational platform to address the current growing skills gap in power system engineering, integration of new technologies, and developing IT/OT communications technologies for secure remote operations. The provided platform integrates multiple latest technologies, including simulation in real-time, application and testing of cybersecurity devices, control operations of system, and data access for critical event analysis, to provide a hands-on learning environment for students and researchers in a university environment, both on-campus and remote learners. By combining practical exercises with theoretical knowledge obtained in class environments, this platform aims to equip future engineers with the necessary skills to tackle complex challenges in the field of Cyber-Physical Systems (CPS). Additionally, the testbed serves as a valuable tool for researching emerging technologies, enabling the exploration of innovative solutions to integration and upgrading these new devices mitigating modern day power system problems. The testbed aims to equip students and professionals with the necessary skills to tackle the challenges of such integration into modern power systems. Several features have been implemented in the testbed such as modularity, flexibility, and ability to simulate real-world scenarios for operations of power systems and generate the required information which is transmitted to control stations replicating real world systems. The platform has been successfully used for various research projects and has significantly enhanced the educational experience for students. By combining OT and IT components, the testbed enables research, education, and training in critical areas such as network security, system operations, and data analytics. Further the development involves a combination of research and education segments which allow advanced research projects while providing a parallel platform that engages involves innovative simple exercises for students to perform, with hands-on low risk experimentation for gaining experience to further move in to more advanced projects. The platform also allows safe remote access to perform, configure, learn from anywhere with internet access in a secure environment. This flexibility is particularly important in addressing the limitations imposed by factors such as geographical distance or unforeseen disruptions like pandemics.
