An analysis of the performance of 3,355 high school learning-disabled students on the State Student Assessment Test (part of Florida's minimum competency testing program) revealed that large numbers performed poorly on basic skills assessments. Although arbitrary, whenever multiple judgmental standard-setting procedures are utilized by different groups concurrently, stability across raters can be achieved and decisions can be made in a relatively judicious manner. Greater stability across methods (Ebel, Nedelsky, Angoff) may be effected by slightly modifying the Ebel approach. (Author/PN)

Cut-off scores from two approaches for setting standards are examined. Standards determined from judgments about groups and from inspection of test content are compared. Results indicate that there was neither consistency nor pattern to cut-off scores set from the two procedures. (Author/RD)
