The progress of state policymakers toward promoting teaching for understanding and thinking in elementary schools was studied. Interviews were conducted with curriculum specialists in all 50 states, and follow-up interviews were done with at least 3 specialists in 7 states very active in promoting higher order outcomes. A major challenge facing state policymakers who are demanding a high level of accountability in education is to design an accountability mechanism to track educational reform. The structure and uses of eight exemplary approaches to accountability are examined, resulting in a set of design characteristics for state accountability mechanisms. (TJH)

Events leading to the passage in 1984 of Arizona's bilingual education law are examined using interviews with policy elite and concepts developed by D. E. Mitchell and others (1985) for studying distinctive cultures of state educational policymaking. Passage of a mandatory or more comprehensive law was not likely. (SLD)
