The University of Calgary's response to requests from the Canadian Parents for French for a review of bilingual opportunities at the institution is chronicled. The response is analyzed in terms of the financial and pedagogical problems operative on the postsecondary level. (MSE)

The main objective of the reform is to encourage universities to develop diversified programs and thus reduce the number of dropouts. The meaning of CBTE to the foreign language profession as a whole, to secondary school foreign language teachers, students preparing to be teachers, and college faculty is discussed.
