Presents a typology of institutional racism: (1) pre-requisites which exclude dis-proportionate numbers of blacks; (2) freezing, which occurs when standards are rigorously applied to all applicants, but only after most whites qualified during a period of less stringent requirements, and, (3) mapping, consisting of drawing geographical lines so as to concentrate blacks in one area while excluding them from other areas.
