The Importance of Impasse for Pennsylvania's Public Employees and Employers.
Decker, Kurt H.
Journal of Collective Negotiations in the Public Sector, v9 n3 p275-80 1980

Impasse exists for employers as the primary exception to the rule prohibiting unilateral change of employment terms and conditions. (Author/IRT)
