The experience of St. Louis (Missouri) has shown that desegregation has fueled educational reform, and that it is important for communities to understand its benefits in order to work toward maintaining the components that have benefited all children, regardless of race. The interdistrict transfer program has been largely successful. (SLD)

Studied the extent to which the character of four urban schools became more clearly defined in the interest of communicating with parents and of gaining their adherence to a shared vision of the school.
