Engagement in K-12 Public Schools: Perceptions of Effective School Leadership by Instructional and Noninstructional Staff

Despite the importance of staff engagement in K-12 public schools, there is a limited understanding of the specific leadership actions and characteristics that foster this engagement, particularly across different staff roles. This study aims to address the lack of literature by exploring and comparing the perceptions of instructional and noninstructional staff regarding leadership actions and characteristics that positively influence staff engagement within a participating school district. Guided by three research questions, the study investigates: (RQ1) Which actions and characteristics of school leaders do instructional staff consider important for enhancing overall staff engagement? (RQ2) What do noninstructional staff perceive as important for the same purpose? (RQ3) What are the differences between these two groups' perceptions? A quantitative explanatory nonexperimental cross-sectional research design was used. Data was collected through an online Staff Engagement Survey distributed to over 2,000 participants. The survey results were analyzed using descriptive statistics. Trust, respect, and communication emerged as the top three factors most important for fostering staff engagement. No significant differences were found between the perceptions of instructional and noninstructional staff.
