The Role of the Superintendent in School Design: A Phenomenological Study

This qualitative phenomenological case study investigated the role of the superintendent in the design of schools. Superintendents wear many hats, which require them to be a listener, communicator, facilitator, manager, instructional leader, and planner (Copeland, 2013). Communicating with the constituents is essential and is synonymous with the superintendent's position (Kowalski, 2005). The total enrollment in Texas public schools is close to 4.5 million students annually with a growth of 75,000 to 89,000 students (School Data Direct, 2008; Strayhorn, 2006). Given this, superintendents face the daunting challenge of meeting the demands for providing a quality public education (Ansar, 2015). This study explored the involvement of the superintendent during the school design process. There were ten participating superintendents. The questions that were asked related to their level of involvement and how they implement design elements to meet the needs of their students. The participants were interviewed face-to-face and audio recorded. After analyzing the transcription themes emerged. The significant themes were that superintendents were facilitators in the planning and design of the school. Other themes of significance were the reliance on the architect and educational staff members to develop the plan, that natural light was preferred, planning for student safety was a need, looking at the future needs of the infrastructure to plan for new technologies, and building with areas for student collaboration. Building with equity in mind was also spoken of and that when building or renovating it is important to keep this in mind. This study provides superintendents, or aspiring superintendents, insight into the process of building or renovating a school.
