This report is designed to be read after "Rethinking skills gaps and solutions, Working Paper 4 of The Skills Imperative 2035: Essential skills for tomorrow's workforce." Its purpose is to give further detail on the development, piloting and validation of the new instrument for the measurement of Essential Employment Skills. It is one of two technical supplements, the other one of which describes the analysis of data from the instrument and the results.
