Geiger, Roger L. – Change, 1978
Between 1970 and 1976, the rates of college attendance increased for Black men and for women of all races; White males were the only significant group to register a decline. Reasons for this drop are suggested, including a decline in general academic capabilities of high school graduates. (LBH)

O'Keefe, Michael – Change, 1985
Enrollments, it is suggested, have not dropped, in part because the decline in the total pool from which colleges enroll their students has been compensated for by increased enrollments of older students. (MLW)

Cohen, Henry – Change, 1984
Economic factors in education are among the important causes of poor student performance. The time that students must work to support themselves has increased greatly to the extent that students are stretched thin between their desire to graduate as rapidly as possible and their need to have an income. (MLW)

Cross, K. Patricia – Change, 1983
While the number of students will decline in the next 20 years, their variety in age, background, and ability will increase. The challenge of the 1980s is less to teach these students subject matter than to teach them to use the tools available to find their own paths in a changing society. (MSE)

Trends emerging from a new enrollment report by the National Institute of Independent Colleges and Universities (NIICU) indicate hard times ahead for colleges in the private sector. General economic recession and cuts in federal student financial aid have had an effect on enrollment. (MLW)

Deitch, Kenneth M. – Change, 1981
There is a distinct possibility, it is suggested, that American higher education will experience a price war in the coming period. The recent growth in awards of financial aid based on "merit" may be viewed as either its precursor, or its prologue, or its early major phase. (MLW)

Kerr, Clark – Change, 1980
Formal state coordination of higher education is seen as a product of the enrollment growth of the 1960s. Declining enrollment will place great strains on coordination. The future of higher education depends upon the policies of the states, in terms of financing of new initiatives and overall guidance and governance. (MLW)

Frances, Carol – Change, 1980
A management of decline approach is contrasted with a model based on strategic planning and contingency budgeting for higher education. The strategic planning model is seen as a broader, more effective approach based on an assessment of what outcomes could be if enrollment strategies were effective in attracting students. (MLW)

Anderson, Richard E. – Change, 1977
Data from a survey of 40 colleges that were religious and/or single-sex institutions in the 1960's indicate that tradeoffs must be made when such colleges change their admissions policy for the sake of increased enrollments. It is suggested that these efforts dilute and draw off the traditional institutional strengths, and that the federal…

Niebuhr, Herman, Jr. – Change, 1982
Faced with declining enrollments and poor morale, U.S. higher education must address the fundamental issue of how a modern society organizes to develop its people.
