It is suggested that Community Mental Health (CMH) should be more involved in the development of comprehensive behavioral services, which is now taking place outside the traditional mental health environment. A methodology for a client-centered assessment of human services needs in a community is described. While the procedures were developed for identifying service needs for substance abusers, with some modification, they can be used in a needs assessment for any social or health problem. (TJH)

A model for assessing the needs of the rural elderly based on the goal of empowerment is described and evaluated through a case study in Pennsylvania.
