The Utility of School Technology Purchases in Florida: A Qualitative Review

Technology in the classroom is seen as being impactful on student performance. Purchasing and maintaining classroom technology often represents a challenge for districts facing budgetary shortcomings. Selecting and implementing appropriate technology is important to a district both in terms of its impact on students and the district's bottom line. Finding a solution for optimally matching technology with its benefits may present significant value to a district. The purpose of this single-case study with multiple participants was to examine the perceptions of newly acquired and installed technologies to determine their value and examine alternative products that, if procured, could have provided a greater level of utility, that is, a higher value or return-on-investment. Semi-structured interviews were conducted to examine the perceptions of classroom educators. Critical questions focused on the perceived level of utility supplied by the current technology, the perceived training value and availability, as well as the perception of alternative solutions that may provide a higher level of value. The participating teachers viewed classroom technology as valuable; however, adequate training for teachers and students was identified as supporting the value of the technology. Additionally, the types and ages of classroom technology, along with the overall quantity, impacted the perceived value. Also, due to changes related to the COVID-19 pandemic, teachers believed inadequate technology at a student's home may be impacting their academic efforts. The results of this study are intended to aid school and district administrators with determining the appropriate technologies to procure based on their perceived value to students.
