This report recounts the enrollment and participation of minority and nonminority students in the Charlotte-Mecklenburg Schools (CMS) Magnet Program. The 1994-95 school year was the second year in which federal support was received. The magnet program is part of a 5-year Student Assignment Plan that seeks to eliminate racial isolation and to ensure that all students receive a quality and relevant education. Findings indicate that 14 of the 15 elementary magnet schools are racially integrated within CMS desegregation guidelines. Of the elementary schools with multiple magnet programs, 2 of the 13 programs are not yet within the guidelines. Of the secondary schools with multiple magnet programs, 10 of the 11 programs are within the guidelines. The enrollments at the nonmagnet schools have maintained their racial balance and have not been negatively impacted by the program. Magnet schools drew large numbers of both black and white/other students from all parts of the district. Changes since the previous year include the implementation of more assertive community-based and focused recruiting efforts; individual program reviews; fairer assessments of minority students for admission into the Academically Gifted Program (AG); and a summer enrichment program for minority students who were assessed as just below the cutoff score on the AG assessment instrument. Mechanisms to help retain minority students in the International Baccalaureate (IB) Magnet Programs at secondary schools include summer preparatory courses, mentoring activities, and inservice training for IB teachers.
