Funding for libraries may be available from agencies not usually associated with libraries for such purposes as bilingual education, service to older adults, and serving information needs in urban areas. (LS)

This article traces how state library development agencies were affected by state and federal funds, and how they determined the pattern, volume, and utilization of funds. Relationships between state library agencies and local and federal libraries and governments between 1956 and 1977 are also explored. (Author)

Aspects of providing such services are described, including (1) published standards; (2) outreach programs to meet specific needs of the deaf, elderly, and disadvantaged; (3) adaptation of equipment to meet special needs of the elderly; and (4) examples of programs integrated into the structure of public libraries of varying size.
