A reputational leadership survey conducted in a large metropolitan area identified 6 black leaders among 28 general leaders. Findings indicate that minority population leadership represents more of a subcommunity than part of the overall, integrated leadership structure. (JOW)

Presents results from a study of three community development models. The data are used to construct a model of the community development process as it is remembered and experienced by community workers and citizen participants involved.
