Responses from 39 of 58 Youth-at-Risk Coalitions identified the relationship between situational/structural factors and effectiveness of collaborative relationships. The best predictors of effectiveness were consensus among members, formalization of agreements, and resource flows from respondents to the coalition. (SK)
