One of the major concerns of the California school district represented in this case study centered on the possible legal problems associated with minimum competency testing (MCT). The responses of the district to the California law regarding MCT, and to six potential problem areas, are documented. (LC)

Several aspects of national competency tests are discussed: two conceptualizations; arguments pro and con; the federal perspective; a distillation of support and opposition to arguments judged unique to national competency tests; and a hypothetical procedure for implementation. (MH)

A sample of 1,731 North Carolina high school students who initially failed the state Competency Test registered improvements on subsequent reexaminations. The gains were apparently stable and related more to in-school factors than to individual background characteristics. (Author/PN)

The New Jersey High School Proficiency Test--a new, more rigorous competency test required for high school graduation in New Jersey--was evaluated for three years of its use. The impact of the state's testing program on curriculum, high school graduation, state compensatory education funding, and district certification is discussed. (SLD)

Norm referenced data were utilized for determining the mastery cutoff score on a criterion referenced test. Once a cutoff score on the norm referenced measure is selected, the cutoff score on the criterion referenced measure becomes that score which maximizes proportion of consistent classifications and proportion of improvement beyond change. The relationship between school-level minimum competency testing (MCT) programs and student reading proficiency measured by the 1983-84 National Assessment of Educational Progress was studied in subsamples of 10,367 fourth graders, 10,829 eighth graders, and 13,513 eleventh graders. No advantages of MCT programs were seen in grade 4. (SLD)
