In 1984, the Department of Education published the "Wall Chart," the first state-by-state national report card on educational performance. The history of the wall chart, new directions for developing state-by-state assessments, and recommendations for improving the usefulness of state rankings are discussed. (SLD)

High school English teachers (N=48) in four schools in two districts in Florida and Wisconsin analyzed behavioral teacher evaluation systems used in Florida. Comparison of judgments of teachers who actually used particular systems with those who had not indicated the importance of considering the context and the evaluation system. (TJH)

Results from an evaluation of 11 academy programs in California high schools designed to reduce dropout rates in the state are reported for 1987-88. Results of the matched comparison study were generally positive, and the estimated net economic benefit from dropout prevention for 327 students was 1 to 1.3 million dollars. (SLD)

A 50-state survey was conducted to determine state indicators of quality of science and mathematics instruction in elementary schools. Data are summarized for (1) policies affecting amount of instruction; (2) state requirements for science and mathematics teacher certification; and (3) state testing programs in science and mathematics. Analysis of comparative case studies in four high- and low-wealth school districts in Kentucky indicates that, following recent school finance reform initiatives, expenditures increased in all districts but that spending patterns changed only incrementally.
