Nongovernmental projects intended to assist Mozambican refugees in Malawi are limited by unresponsiveness to local conditions, inadequate resources, constraints on production and marketing, lack of sustainability, limited participation, and gender inequities. Such projects are likely to increase refugee dependency. (SK)
