Guaranteed Guidance and Counseling Services in the Portland Public Schools. 1987-88 Evaluation Report.

The 1987-88 status of the Guaranteed Guidance and Counseling Program of the Portland Public Schools (Oregon), which was piloted in 1983-84, is described and evaluated. The program is based on a model of secondary school guidance and counseling that: (1) lets schools determine what services are delivered; and (2) emphasizes group, rather than individual, services so that all students receive services. In the 1987-88 school year, the program served over 5,500 students in four high schools. Interviews, document analysis, and survey questionnaires from 16 counselors, 2,900 students (53% of the total involved), and 210 teachers (64% of the teaching staff) were used to assess the program in terms of planning and implementation. About 250 surveys mailed to parents were returned, a response rate of about 16%. The results indicate that: (1) the program was successfully planned and implemented; (2) the program improved ways in which schools planned and provided guidance and counseling services; (3) schools were at different stages in refining implementation; (4) most planned services were actually provided; (5) most students, parents, and teachers who responded were satisfied with the process; and (6) counselors spent more time in academic guidance than in counseling services. Recommendations for the continuance and improvement of the program are listed. Four appendixes provide the evaluation plan, the Concerns Questionnaire that was used, general service plans, and survey results. Two tables and one figure provide study results. (SLD)
