Chronicle of Higher Education, 1988
Many governors use their annual addresses to boast about the accomplishments of their state colleges, others to encourage their colleges and universities to make specific changes or to seek increased financing for higher education. Excerpts from some of the addresses delivered in 1988 are presented. (MLW)

Federal judge Pratt rejected a request to temporarily keep in effect a court order he dismissed last year, saying that the NAACP failed to prove they were likely to win their appeal, or that Black students would suffer "irreparable harm" because of the dismissal. (MLW)

A new survey by the Virginia Council of Higher Education found that five states have imposed a ceiling on the number of out-of-state students who can attend their public institutions. Many people fear that their own state students are being denied admission because of nonresident applicants. (MLW)
