The goals of the Elementary and Secondary Education Act Title I program operated by the Public Schools of the District of Columbia during 1978-79 were to provide disadvantaged children with supplemental instructional services to improve their reading and mathematics performance and to support their affective and psychomotor development. This report provides a summary of findings, conclusions, and recommendations presented in three in-depth reports on each program component. Included are summaries describing the impact of Title I program participation on student achievement in reading and mathematics, the impact of Title I students' background and behavior on educational and affective development, and the evaluation of the program's instructional process and support components.
