Assessment of HEW Services Delivery To American Samoans.

This report presents an assessment of Department of Health, Education, and Welfare (DHEW) services delivery to American Samoans residing in California, Hawaii, and American Samoa. The evaluation includes analyses of human services needs, resources, and delivery. The effectiveness of human services delivery was assessed using interviews with Samoan households and with DHEW-funded service providers in the geographic locations. Findings indicated that American Samoans constitute a population facing severe constraints in attaining an acceptable standard of living. Survey results also showed that service providers have encountered substantial problems in identifying and responding to the needs of potential Samoan clients. Findings in terms of effectiveness of service delivery were mixed, varying significantly by program area. Recommendations and tables of data are included. (MK)
