This manual is the result of a two-year study by Arizona State University involving identification and assessment of competencies needed in community education. The goal of the study is to help community educators (1) identify competencies needed for superintendents, principals, coordinators, and directors; (2) establish priority rankings for those competencies by role category; (3) assess actual performance of those competencies by role incumbents; (4) establish job descriptions for each of the roles; (5) identify areas needing role clarification; and (6) identify areas of role conflict. Chapters 1 and 2 discuss the procedures and theories that lead to competency identification and assessment. Chapter 3 details the steps necessary for identifying and validating ideal competency items, while Chapter 4 describes the actual assessment process. Analyses and suggested uses of the data are summarized in Chapter 5. An extensive appendix reproduces sample lists of competencies generated by workshops. (Author/LD)
