This guide is intended to answer the questions that literacy practitioners might have about the Accountability Framework and the Core Quality Standards approved by the Ontario Training and Adjustment Board (OTAB). Section I provides a background to development of the framework and standards. Section II focuses on what an accountability framework is. It defines accountability and evaluation and describes these elements of the accountability framework for adult literacy education: definition of literacy education and literacy, guiding principles, vision statement, and systemwide objectives and strategies. Section III describes three more elements that OTAB needs to ensure suitable accountability and proper evaluation of programs: core quality standards, program features that indicate that the standards are being met, and evidence for each program feature. Section IV briefly addresses the pilot evaluations by 13 delivery organizations. Section V discusses next steps for OTAB and the literacy sectors and programs. Other projects related to accountability are listed, and ordering information on background materials on quality and evaluation is provided. A French version is provided. (YLB)
