The Texas Education Agency, in cooperation with the Texas Commission on Alcohol and Drug Abuse, was directed by the Texas State Legislature to study the problem of substance abuse by public school students and to develop guidelines for public school districts to use in implementing substance abuse education programs. This document reports on the actions of the Texas Education Agency and the Texas Commission on Alcohol and Drug Abuse in carrying out the legislative mandate of Senate Concurrent Resolution 130. Sections on the history of alcohol and drug abuse education in Texas, implementation plans and strategies, federal guidelines for school districts, state guidelines for school districts, the role of the Texas Commission on Alcohol and Drug Abuse, the 1988 Texas School Survey on Substance Abuse, and recommendations from the Texas State Board of Education are included.
