In a question and answer format, the manual focuses on the following topics: definitions and impact (incidence); the state planning council on developmental disabilities (council members and staff); the administering agency for the developmental disabilities program (calendar of procedures); the state context--making up half of the document--(scope of services, descriptions of nine public agencies); council goals, objectives, activities and budget (maximum coordination of existing resources and program coordination service); and state assurances (statutory statements that the plan will be fulfilled).
