In this address, the District of Columbia Public School System superintendent refers to several recent educational studies and comments on the need for school/student discipline, computer literacy, standards of performance, and the formation of coalitions and partnerships with outside groups. Describes learning strategies used to improve education in Rock Point Community School on the Navajo Indian Reservation. Problems affecting educational achievement are identified, low-cost instructional techniques that were adopted are discussed, and improvements in academic achievement and other positive effects are noted. The involvement of program beneficiaries in a study of the educational problems of homeless children is described. The 3 stakeholder groups were the 9 teachers, 7 shelter staff members, and 20 homeless parents. The equitable participation of the parents was an achieved goal that enhanced evaluation findings' validity. (SLD)
