This packet contains four separate documents designed to help elementary schools develop their own action plans for implementing the KERA (Kentucky Education Reform Act) Primary Program, a developmentally appropriate program for young children supported by the Kentucky Department of Education. Fully implemented primary programs are to include the following seven critical attributes: developmentally appropriate educational practices, multi-age multi-ability classrooms, continuous progress, authentic assessment, qualitative reporting methods, professional teamwork, and positive parent involvement. The document entitled "KERA Program Outline: Primary School Program" describes the program's major components and gives general information on the program. The packet's "Program Advisory" is designed to communicate the planning expectations and action plan format for the KERA Program. "Procedures for Developing the Primary Program Action Plan" provides guidance for developing the plan and the format that is to be followed. "Supplements to the Program Advisory: Action Plan for KERA'S Primary Program" offers resources for schools to draw upon while developing action plans. (AS)
