The primary purpose of this manual is to provide a guide to the procedures and techniques to be used in creating an index to minutes. It contains instructions for setting up the index in card form, for determining subject headings, for selecting index card entries, for utilizing the index in card form or converting it to page form, and for transforming a current index into a cumulative index. There are also sections on how to index certain important areas of concern to the board, such as bonds and notes, curriculum, personnel actions including appointments and separations, policy, and reports. It is not possible to determine in advance all the index headings that will be needed. Nevertheless, a list of suggested subject headings (exclusive of proper names) has been prepared. The list is meant to serve as a starting point--to offer some possible subject headings that conform with the usual nomenclature of school programs, records, and activities that are frequent concerns of a board of education.
