This document is comprised of the 1998 issues (issues 3 and 4 are combined) of a quarterly newsletter produced by the Harvard Family Research Project to share new ideas and experiences in evaluating systems reform and comprehensive child and family services. Issue number 3-4, focusing on learning organizations, includes: (1) "Useful Learning for Public Action"; (2) "Making the Case for Children"; (3) "Civic Participation and the Citizens Research Method"; (4) "Building State and Local Evaluation Capacity: The U.S. Department of Justice's Evaluation Strategy"; (5) "Studying Learning Initiatives: The Experience of the Empowerment Zones/Enterprise Communities National Learning Initiative"; and (6) "State Policy Documentation Project: Data Collection and Dissemination."
