The chapters in this monograph are the written results of presentations made at a 1991 one-day workshop on services to traditionally underserved persons who are deaf. This workshop brought together approximately 40 service providers, consumers, federal officials, researchers, and program administrators to discuss the characteristics of this population and the provision of services.
