The National Rehabilitation Association annually sponsors the Switzer Memorial Seminar, a program designed to explore, in-depth, a particular topic of interest to the rehabilitatin of handicapped individuals. Participants are selected for their achievements and involvement in the area to be studied. This monograph of the proceedings of the Fourth Switzer Memorial Seminar was developed to stimulate thinking and action in rehabilitation of the mentally ill in the 1980's. Action papers written specifically for the seminar focus on: (1) defining rehabilitation of the mentally ill; (2) coordinating services; (3) reducing disincentives; (4) describing existing model programs; and (5) enhancing the rehabilitation process through post-employment methods. Each paper is presented as a separate chapter, followed by excerpts of comments and reviews by the seminar participants and a summary of recommendations for action. Recommendations are provided for policy and program development, service delivery, research, personnel training, and legislation. (Author/NRB)
