In 1985 Mayor Edward Koch of New York City appointed a commission to address the concerns of Hispanics. This document is the report of that commission. It describes some of the special problems experienced by Hispanics and sets forth specific recommendations for the city to consider in order to enhance the quality of life for Hispanics. The areas of major concern are the following: (1) education; (2) economic development; (3) housing; (4) an Hispanic public benefit corporation to facilitate purchase of housing and use of city services; (5) private sector employment; (6) employment in New York City Government; (7) health; (8) criminal justice; (9) delivery of city services; and (10) city language services. It was found that general living conditions of disadvantaged Hispanic New Yorkers were deteriorating rapidly. Since the recommendations of several other reports on Hispanics had not been implemented, specific suggestions about implementation and monitoring are presented. The city is urged to publicize up-to-date information on the Hispanic community because of the number of officials and agencies that are uninformed or insensitive to the problems of this community. The mayor is urged to hold officials and agencies accountable for what they do or fail to do in the area of Hispanic concerns. (VM)
