How Has School Counselor/Anti-Bullying Specialist Training on the Harassment, Intimidation, and Bullying Law Influenced Bullying Reporting Incidents in an Urban District

The aim of this descriptive study was to research and analyze how professional development of anti-bullying specialist influenced reporting of harassment, intimidations, and bullying in their schools. A large urban school district in New Jersey was identified for having several anti-bullying specialists in each of their school actively investigating incidents of bullying. Twenty-eight participants completed surveys on professional development and six anti-bullying specialists were interviewed. In addition, district data on HIB were examined. The process of analyzing the data followed the collection of the semi-structured interviews, surveys and archival HIB data. Findings from the study revealed that professional development on harassment, intimidation, and bullying contributed to their practice in the area of implementing the HIB law during investigations, intervention and prevention of bullying, and addressing issues related to climate and culture. This study takes into account the perspective of anti-bullying specialist on professional development related to HIB along with the role as the investigator on bullying incidents. Few studies have explored school counselor practice on HIB incidents in schools. The design of the study provided a comprehensive perspective of how professional development of anti-bullying specialist on HIB influenced reporting of alleged bulling and those determined to be affirmed HIB cases. The scores from the HIB-ITP for the school year (2014-2015) and the HIB-Self-Assessment Scores for Core Element #6 and #7 were examined using a paired sample t-test. The findings from the HIB-ITP were statistically significant and revealed there was decrease on HIB referrals, affirmed HIB investigations and an increase in the HIB Self-Assessment Scores for Corel Element 6. HIB Self-Assessment Scores for Core Element 7 were not statistically significant as there were no changes in the scores.
