Increasing Student Attendance: A Study Comparing Superintendents' Knowledge of Best Practices to Enacted Policies

This report describes a problem-based learning project focused on the information available to superintendents related to improving student attendance. This information has the potential to assist school districts in improving the attendance of each student as is required by attendance standards such as those of the fifth version of the Missouri School Improvement Program. The project focused on three guiding questions: (1) What information exists in literature regarding effective practices to reduce absenteeism in order to meet attendance standards such as MSIP 5? (2) What practices are schools currently using to support students getting to school on a regular basis in order to meet attendance standards such as MSIP 5? (3) Are there practices more effective for only small suburban school districts or only large suburban school districts in support of meeting attendance standards such as MSIP 5? In order to add to the current body of knowledge, the team (1) gathered attendance policy and procedure documents from identified districts, (2) gained permission to interview key personnel in identified school districts using a tool developed by Aaron, Dewey, and Miller (3) performed a discrepancy analysis between the information collected from the school districts and the best practices that have been identified through the tool, "Frameworks for Leaders to Address Student Attendance," developed by Aaron, Dewey, and Miller (4) analyzed emerging patterns from the collected information related to attendance policies, practices, and procedures of small and large suburban school districts. The team made recommendations to district leaders based on the review of available literature, personal interviews with the superintendents and principals, and an analysis of district documents. The team believes that these recommendations are significant for Missouri superintendents and principals. Increasing superintendents' and principals' knowledge of effective attendance practices will have a positive impact on student attendance and on overall student achievement.
