The Rural Early College Network (RECN) aimed to help rural Indiana schools more quickly implement the Early College (EC) model with fidelity and increase the number and quality of Early College programs throughout rural parts of the state. The initiative was led by the Center of Excellence in Leadership of Learning (CELL) at the University of Indianapolis. This report represents the final external evaluation report for the U.S. Department of Education's Education Innovation and Research (EIR) Program award #U411B190018. The report provides 1) an overview of the program and evaluation design, 2) Indiana's Early College model and context for the grant, 3) program implementation, 4) survey results from staff and students, 5) the impact of cohort strategies in Grades 9 and 10, 6) the impact of school-wide strategies, and 7) conclusions regarding sustainability, impacts, and lessons learned. Appendices also cover the performance measures of the grant and the extent to which they were met.
