A Comment on "Evaluation Field Building in South Asia: Reflections, Anecdotes, and Questions"
Kumar, A. K. Shiva
American Journal of Evaluation, v31 n2 p238-240 2010
This paper presents the author's comment on "Evaluation Field Building in South Asia: Reflections, Anecdotes, and Questions" by Katherine Hay. Hay raises a number of extremely relevant issues relating to evaluation field building in South Asia. In this paper, the author aims to underscore the importance of three priorities for initiating public action. The author agrees with Hay that a concerted effort must be made to build the field of development evaluation in South Asia. The time is right and the opportunity to do so exists. Mobilizing public support for demanding a central role for evaluation is critical to field building. However, more is needed than simply broad-based advocacy for evaluation. Countries need to professionalize, decentralize, and democratize the practice of evaluation. Major transformations in managerial practice and administrative culture will be required.
