International Experiences with Technology in Education: Final Report
Marianne Bakia; Robert Murphy; Kea Anderson; Gucci Estrella Trinidad
Office of Educational Technology, US Department of Education
In an effort to learn from the experiences of other countries regarding education reform--particularly countries with high-performing education systems--the U.S. Department of Education funded this study, "International Experiences with Technology in Education" (IETE). The IETE project focused on primary and secondary level education in 21 countries. Criteria for selection included a high score on the Network readiness Index, developed by the International Technologies Group at Harvard University and implemented by the World Economic Forum. The project was conducted in two phases in 2009-2010. During the first phase, researchers conducted literature and Internet searches for multi-national data collections. The purpose of the searches was to identify methods, instruments, and available data on key government efforts to integrate information and communications technologies (ICTs) into teaching and learning. In the second phase of the IETE project, available data were updated and extended through a survey and interview of representatives of 21 governments. The final report includes an overview of international programmes and priorities as well as individual reports for each of the 21 countries. Findings suggest focusing on data collections at international level in order to compare the type and impact of ICT policies and programmes in education as well as improving the understanding of ICT in education best practices. Appendices include: (1) Study Methodology; (2) Relevant Indicators from Previous Multi-National Collections; and (3) Approved Ministerial Contacts.
