Basic Skills in the Work Setting.

Now that basic skills have been linked to the economic prosperity of the country, businesses have become concerned about improving the basic skills of young people. A promising approach is the Summer Reporter Project conducted in Wisconsin as part of the summer programs of the Job Training Partnership Act. The program has three main elements: (1) work/study, whereby basic skills are linked with elements of the work/study jobs, and job-site supervisors who act as both work supervisors and basic skills teachers; (2) Youth Tutoring Youth, whereby high school youth in need of remediation, under the guidance of instructors, tutor elementary school children in community centers; and (3) Summer Newsletter, whereby students read books and articles and report on them as well as interview and write about individuals of interest to them. The program's key elements include parental involvement; pretests and posttests; certificate of achievement awards; supervisors willing to train and educate youth; community centers that provide facilities and staff to supervise high school student tutors; and a high school counselor as coordinator. The program has been successful in holding students in school and in keeping them from losing skills during the summer. (KC)
