Inclusion: A Service, Not a Place--A Whole School Approach. [Book and Videotape].
Gartner, Alan; Lipsky, Dorothy Kerzner
This book and accompanying video are intended to be a practical guide to implementing a whole school approach to inclusion, emphasizing the changes in the roles and activities of all school personnel. The book, which is included with the purchase of the video, is designed to serve as a hands-on free-standing resource. It begins with discussion of the reauthorized Individuals with Disabilities Education Act (IDEA), particularly the mandate for "whole school" approaches. It then provides a guide to development of the individualized education program (IEP) for students with disabilities and spells out the requirements for the education of such students. The book stresses principles of program design that provide the mandated access to the general curriculum, implementation in the classroom of supplementary aids and services, and participation in state- and district-wide assessments. For each recommended inclusive practice, the book provides a definition and description of the practice and the relationship of the practice to IDEA. It also notes "best practices" based on experience and current research; roles for school personnel, administrators, related services providers, and clinicians; and roles for parents. "Black line" masters are provided for use in staff development activities or by teachers to help structure inclusive classrooms. Also provided is information about resources, organizations, videos, and Web sites as well as a glossary. In the accompanying 38-minute videotape, the authors present a comprehensive framework that enables administrators, teachers, and staff developers to build an effective schoolwide approach that focuses on "service" rather than on "location" in teaching special education students. Using clips from actual classrooms, the framework takes on additional meaning as its main features are seen "in action." (Contains 91 references.) (DB)
