The regional educational service agency (RESA) has a bright future because it (1) is the most feasible approach to overcoming existing inadequacies and providing equal educational opportunity, while protecting local control; (2) improves the structure of the State system; (3) permits greater efficiency and economy in the provision of many educational programs and services; (4) is consistent with major trends in both the public and the private sectors toward the area approach; (5) is supported by recent legislation or interest in many States in all parts of the country; (6) has the support of a number of professional organizations and agencies. The regional service agency in its newly emerging form is the product of efforts to meet new needs in education. (Author/JH)
