A Decision Process and Classification System for Use by Title I Project Directors in Planning Educational Change.

This study attempts to develop a decision framework to aid project directors in planning change under Title I of the Elementary and Secondary Education Act. Literature on change, the change process, decisions, and the decision process is reviewed and a framework within which to study planned change is constructed. Decision making, in the change process, should follow eight steps to achieve good, consistent decisions. In descending order, the process calls for recognizing the need for alternatives, establishing criteria for judging alternatives, exploring alternatives, establishing alternatives to be tested, making trials, analyzing data, finding the decision point, and, finally, implementing the decision. Each step must be carried out effectively to obtain favorable results. To assist the decision maker in recognizing decision situations, decisions are classified according to the target, general policy, objectives, program, resources, schedules, and program policy.
