The first volume of this two-part report is a description of a feasibility study supported under Title III of the Elementary and Secondary Education Act. It contains summaries o f six separate studies which gathered data to identify the special needs of public school students and handicapped youngsters. Information was obtained from community agencies about the availability of their resources for serving this population, and testimony given before a 1966 Governor's Commission was analyzed to provide further material on the educational needs of the handicapped. On the basis of these findings recommendations were formulated and suggestions for their implementation were made. The second volume of this report is a digest of the findings of the feasibility study. (NH)
