The Idaho Falls School District No. 91 has developed a Chapter 1 program designed to excite children about learning, supplement basic skills, improve self-image and prove that measureable achievement is possible. It provides reading and mathematics services in target schools, and involves parents as much as possible. The instructional model used is determined by the needs of the student. The main goal is to increase students' basic understanding rather than provide additional paper and pencil drill. Selection of students is based on test results, teacher recommendation and other school records. An explanation of specific features of the program is included in this report. The project, which has proved to be very effective, is formally evaluated annually, and informal evaluations are ongoing. (PS)
